No one even Naruto couldn't beat him
Mecha Naruto the one who made neji cry
Obito (Tobi) and Pain are the most interesting, powerful and prestigious villains.
Orochimaru should be number 1 in my opinion , pain should be also number 1 but I removed him from spot 1 because he was too kind in the end .. Madara is an amazing Villian but I will place him in number 2
So my list :
1- Orochimaru
2 – Madara
3 – Tobi ( not Obito )
4 – pain
5 – sound 4 ( kishimoto killed them off with young age so comparing to other villians they are delusional yet so evil for their young age unlike Madara and pain who were good kids )
6 – Kabuto
7 – kisame
8 – kakuzu
9 – deidara
10 – hidan and sasori
